Welcome to Tainui!
Our city is a midsize coastal town, located at the mouth of a river and near the ocean. The Tainui port thrives. It has been the motor of the economy for decades by providing jobs and activities in container shipment and fuel refinery. Tainui is a pleasant town to live in, near a forested area and a beautiful bay. The population is growing and aging. The expansion comes at a cost: the forested area has diminished in size and nature value.
But what will the future of Tainui look like?
The Water Authority is of the opinion that climate change may threaten flood safety in Tainui. Storm peak surges will increase and this warrants new flood protection measures.
The Economic Council, on the other hand, sees opportunities for port expansion and claim that this will create more jobs.
The community wants to build houses and wants to know what locations the city wants to develop: near the waterfront, or on higher grounds?
Some of these locations may be suited for reforestation also, a wish of the nature association in the city.
The Mayor of Tainui wants to move forward with all these ideas. However, a recent economic crisis has made a big dent in the city’s ability to invest. Therefore, the city has decided that investment decisions are made every 20 years.
In this game, it is your task to assist the Mayor in making these decisions. You will select measures to develop Tainui and keep it a pretty, safe, and economically healthy city in the next 100 years. The Mayor will take your arguments seriously and implement your decisions.
